Civil security without surveillance
The Smart-City-Institute FOKUS with the joint project SAFEST (Social-Area Framework for Early Security Triggers at Airports) will show at this year’s CeBIT, that security systems in airports, railway stations and other highly frequented public spaces need not dependent on video or personal data.
Two core components of SAFEST will be presented at the trade-fair: a camera system that uses infrared to reliably recognize sudden changes and critical situations in crowds, in order to prevent mass panic in times of danger. And the Open Source operating system RIOT, with which small gadgets like lamps or local sensors can be integrated into the evacuation system with standard wireless interfaces. The design of SAFEST is such that it meets the requirement of the general public for the highest level of civil security without recording personal data.
How does SAFEST work?
SAFEST recognizes critical situations in crowds
If in a public place a warning is sounded (e.g. bomb threat, fire, terror warning), many people must be brought to safety as soon as possible without mass panic or accidents. The infrared cameras of SAFEST identify critical build-up and unrest in crowds and passes on this information to a control center for evaluation. Thereby the people are not shown as individuals but rather as data-points, the deciding factor is the density and unusual movement patterns within the situation as a whole.
Orderly evacuation through industry 4.0
With the second system component, it is attempted to bring the people to safety in an orderly fashion. The Open Source software RIOT connects via wireless interfaces local gadgets (e.g. bulbs or temperature sensors) with local early warning systems and encrypts the protocols so that the data is not sent as plain text. For example sensors can report high heat generation early on and lamps can be programmed such that they in times of danger provide a light channel to the exit.
For the first time, visitors to the CeBIT will experience how in an emergency SAFEST activates a lighting system that can be controlled from a wristwatch. In the case of panic situations the security personnel could initiate a large scale evacuation from the wrist itself.
Safety instructions via smartphone
Furthermore it is technically possible with the crisis management system to use mobile telephones as guidance systems without transferring personal data or that an App has to be downloaded. For this, in the event of danger the local WLAN will be made accessible and depending up on the actual Access Point a suitable evacuation plan will be provided on the smartphone.
The decoupling of personal data is the prerequisite of the „Privacy by Design“ approach of SAFEST. Sociologists, ethicists, and legal professionals were part of the interdisciplinary project right from the beginning in order to increase the acceptance and feasibility of the system. SAFEST is funded by the Federal Ministry of Education and Research and the Agence Nationale de la Recherche.
SAFEST is only one of many applications of the intelligent city of the future, which the Smart-City-Institute Fraunhofer FOKUS will present at the CeBIT. Under the main theme “We make cities smart“in addition the following exhibits will be presented:
Cooperative government through crowdsourcing
The App Tag.Check.Score brings together citizens and public institutions as partners of cooperation. At the stall it is shown how, in cooperation cultural assets from museums and citizens is digitized faster and can be made public.
WiBACK – Internet connectivity for all
With WiBACK self-adminsitered wireless networks can be easily, economocally and quickly set up in remote areas and at large events- By anybody for everybody.
Fraunhofer Innovationscluster „Next Generation ID“
The experts of the cluster present what role secure identity management plays for the global social megatrends of our times and how the identity-challenges for the digital divide can be overcome.
SoFWIReD – New internet services with Big Data and Open Data
The joint project between the University of Southhampton and the Fraunhofer IAIS, at the subject area Big Data of the joint Fraunhofer booth, shows how Big Data and Open Data can serve for better services in the internet.
FAMIUM – Multiscreen-Framework
The development platform FAMIUM enables smart communication on all devices-Content can be synchronised in real time, simultaneusly be played back and can be adapted to a specific device.

P23R on the way to regular operations
The P23R-principle was developed so that statutory notification obligations were structured efficiently, transparently and securely. Beginning 2014, the sucsessive implementation to regular operations began. Fraunhofer FOKUS presents the P23R-Developer portal that enables comfortable development of P23R notification rules. BMI and other project partners will inform about the current project status, current implementation schemes in the metropolitan region Rhein-Neckar test space as well as future priorities.
The ÖFIT-Trendexplorer you can experience the possible future of public IT. With the ÖFIT-Trendschau visitors can get a glimpse of the future. Furthermore at the stall themes of the digital agenda will be presented.
The ÖFIT-Trend Wheel in a hands-on manner, themes of today and tomorrow are presented. After activating the wheel visitors are given relevant performance indicators to interesting themes in public IT.
